Annex 3 to Rules of the road of Mongolia
OBLIGATIONS OF CITIZENS AND OFFICIALS
1. Power-driven vehicles (except trolley-buses) and trailers used on the territory of Mongolia should have the registration numbers issued by the Traffic Police as well as the registration numbers and letters on the both sides and the rear side of goods vehicles and trailers (except passenger car trailers) and on the rear side of buses (except mini-buses) inscribed in a color differing from the basic color.
The letters should have the height of 200 mm and the width of 80 mm with the stroke width of 20 mm and the numbers should have the height of 300 mm and the width of 120 mm with the stroke width of 30 mm.
2. Cases of using the identification signs of vehicles:

“Trailer coupled vehicle” - three amber lights placed with the interval of 150-300 mm between each other. This identification sign is placed transversely on the cabins of trailer coupled goods vehicles, wheeled tractors, articulated buses or trolley-buses; |

“Children transporting vehicle” - the symbol of sign 1.18 is inscribed in a black color into the square with the red color borders and the yellow ground (with the side length of not less than 250 mm with the border width equal to 1/10 of a side length). This sign is placed in front and the rear side of buses and goods vehicles transporting children in an organized manner; |

“Training vehicle” - the letter “C” is inscribed in a black color into the equilateral triangle with the red color borders and the white ground (with the side length of not less than 200 mm with the border width equal to 1/10 of a side length). This sign is placed in front and the rear side of training vehicles. Note: Such double faced sign could be installed on the cabin of a passenger car; |

“Speed limit” - the maximum permissible speed is inscribed in a black color inside a circle with the red color borders and the white ground (with the diameter of not less than 160 mm with the border width equal to 1/10 of the diameter). The sign could be placed on the left side of the rear side of vehicles transporting children in an organized manner, vehicles transporting heavy or oversized as well as dangerous goods and power-driven vehicles with the maximum technical speed less than that mentioned in 9.3 of Rules of the road; |

“Dangerous goods” - the section with the length of 400 mm of the right side part of the rectangular with the size of 700x300 mm (with the black borders with the width of 15 mm) is painted with the amber color and its left side with the white color. The features of the transporting goods are inscribed in the sign; |

“Oversized goods” - sign with the size of 400x400 mm having alternate red and white oblique strips (with the width of 50 mm); |

“Overlong vehicle” - the overall length of the vehicle composition is inscribed in black inside the rectangular with the size of 1200x300 mm with the red borders (with the width of 40 mm) and the yellow ground. This sign is placed on the rear side of vehicles having the overall laden and unladen length of more than 20 m or coupled with two or more trailers. If it is impossible to place the sign of this size, two signs with the size of 600x300 mm could be placed symmetrically on the rear side of vehicles; |

“Handicapped person” - the symbol of sign 6.11 is inscribed in a black color into the square with the yellow ground (with the side length of 150 mm). This sign is placed in front and the rear side of motor vehicles driven by or transporting handicapped persons; |

“Deaf driver” - yellow circle (with the diameter of 160 mm) with the inscribed three black circles with the diameters of 45 mm put on the angles of the imaginary triangle (with the top inverted downwards). This sign is placed in front and the rear side of power-driven vehicles driven by weak-ear or deaf persons; |
 |
“Spike tire” - the equilateral triangle with the red color borders and the white ground (with the side length of not less than 200 mm with the border width equal to 1/10 of a side length) inside of which there is a black circle with the diameter equal to 1/3 of the side of the triangle and with a letter “X” of a white color inscribed into it. This sign is placed on the rear side of power-driven vehicles having spike tires. |
3. Citizens and officials have the following obligations for providing the safety of traffic:
а/ not allow the participation in traffic of vehicles not meeting the standard requirements or having the technical defects mentioned Annex 2 of Rules of the road as well as not passed through the state technical inspection and not registered in accordance with the relevant rules, not having the registration numbers;
б/ not allow the driving to persons not having a driver license corresponding to the category of the given vehicle (excluding those engaged in driving training) or persons used alcohol, narcotics and drugs and preparations affecting psychology as well as persons ill or tired to the extent of not having an ability to ensure the traffic safety;
в/ not allow tractors and self-propelled vehicles that may damage with their chains and working instruments the road sections and its other elements to pass through the roads with the hard pavement;
г/ not allow livestock and other domestic animals left without keeping to approach to the paved road for less than 50 m;
д/ to register at the Traffic Police the power-driven vehicles within 72 hours after their acquisition, within one month after writing them off from their exploitation and within 7 days if the vehicle mark, function, color, engine or chassis number was changed.
4. Workers and officials of organizations in charge of road operation and urban development should keep the roads, level-crossings, other road installations and technical means of traffic regulation in order in accordance with the requirements of the relevant norms, rules and standards and, in case of possible danger for traffic due to their breakage or icing of the road surface, take measures for their immediate repair or cleaning.
5. Officials of economic entities and organizations as well as citizens engaged in road repair and maintenance have the following obligations:
а/ to ensure the traffic safety, install the warning sign 1.20, to fence and separate the given section of a road and install a sign showing the direction for driving it round during the execution of repair and maintenance works;
б/ to remove the construction materials, equipments and not operated self-propelled vehicles from the carriageway and, if it is impossible, to install a sign showing the direction for driving around and, if it is dark or the visibility is inadequate, a red light additionally;
в/ to provide conditions for safe and normal traffic of vehicles and pedestrians after the completion of repair and maintenance works.
6. Workers and officials of economic entities and organizations engaged in construction and civil works should take measures for cleaning the tires of vehicles passing through the hard paved roads and level-crossings from mud and keep the road surface clean.
7. The following matters should be agreed with the Traffic Police for getting permissions:
а/ organization of traffic and changing of the traffic direction and flow;
б/ changing the location, new installation and removal of road signs, markings and technical means for traffic regulation;
в/ construction, widening and repair of roads, bridges, squares, building and installations;
г/ construction and changing of level-crossings or their repair with closing the traffic;
д/ new definition or changing of the routes and stops for route vehicles;
е/ execution of works, installing of lights, planting of trees and grasses that may hinder the traffic;
ж/ installation of ad boards and posters near roads;
з/ organization of production, rendering services and installation of exhibitory items on the carriageways and sidewalks;
и/ organization of sportive trainings, competions, demonstrations, games, etc. on the roads;
к/ definition of routes and time for driving practice;
л/ equipping vehicles with special luminous and audible warning devices.
8. Inspectors and authorized officials of the Traffic Police have the following obligations:
а/ to give the traffic regulatory signals in an understandable manner, regulate the traffic quickly and provide the safety traffic condition;
б/ to control the observation by the road users of laws, rules, orders and standards related to providing of safety traffic and resolve quickly the revealed violations in accordance with the provisions of the legislation;
в/ to control the condition of road installations, carriageway surfaces, road lights and technical means for traffic regulation, inform the workers and officials of the relevant organizations of the revealed defects and take measures for putting them immediately in order;
г/ to stop vehicles for checking and approach to them by themselves except the cases of emergency, combined inspections and works related to operative regulation;
д/ to treat the road users correctly and politely.
9. The following is prohibited for the inspectors and authorized officials of the Traffic Police:
а/ to detain the road users without grounds;
б/ to put illegal demands and different conditions towards the road users and use their vehicles for private purposes.
