Annex 2 to Rules of the road of Mongolia

 

BREAKDOWNS AND TECHNICAL DEFECTS

PROHIBITING THE OPERATION OF VEHICLES

 

It is prohibited to operate motor vehicles, trailers, motorcycles, mopeds, tractors and self-propelled vehicles having breakdowns and technical defects mentioned in this Annex:

 

1. Braking system

1.1.   If the efficacy of the service brake does not meet the following requirements during testing:

        Remarks: Vehicles are tested on even, dry and hard paved roads by pedaling their brakes for one time during running with the speed of 40 km per hour in case of motor vehicles and buses and 30 km per hour in case of motorcycles and mopeds. During testing, the actual mass of vehicles should not exceed their permissible maximum mass.

The efficacy of the braking system could be checked even on a special equipment.

        

1.2.   If the braking system with a hydraulic transmission lost its impermeability;

1.3.   If the manometer of the braking system with a pneumatic or pneumatic-hydraulic transmission does not operate;

1.4.   If full air pressure volume decreases at a rate of 0.05 MPa (0.5 kg/cm2) or more in a 15 minutes (after switching the engine off) due to braking systems with a pneumatic or pneumatic-hydraulic transmission lost their impermeability;

1.5.   If the parking brake could not hold the vehicle stationary on the following ascents and descents:

- full laden vehicles on the slopes of up to 16%;

- unladen passenger cars and buses on the slopes of up to 23%;

- unladen goods vehicles on the slopes of up to 31%.

Remark: The engine load should be disconnected from the transmission during checking the efficacy of the parking brake.

1.6.   If the construction of the details of the braking system is changed.

 

2. Steering mechanism

2.1.   If the fixtures of the steering mechanism came out of order or gaps in the connections of the details were increased;

2.2.   If manufacturer’s intensifiers (dampers in case of motorcycles) do not operate or do not exist;

2.3.   If the extent of the gaps in the steering wheel exceeds the following values:

2.4.   If the construction of the details of the steering mechanism is changed.

 

3. Tires

3.1.   If the tire-tread depth in its part contacting with the ground is less than 1.6 mm in case of passenger cars, 1 mm in case goods vehicles, 2 mm in case of buses and trolley-buses and 0.8 mm in case of motorcycles and mopeds;

Remark: The tire-tread depth in case of a trailer should be the same with the defined norm of the tire-tread depth of the puller.

3.2.   If tires have through-out holes and their cords are broken;

3.3.   If the sizes and load bearing capacities of tires do not suit to the given types of vehicles;

3.4.   If the fixtures of tire naves are loose, tires are fixed unsafe; tire locking rings are damaged or installed incorrectly;

3.5.   If tires of different types and with differing tire-treads are installed on the same axle.

 

4. Engine and transmission

4.1.   If the content of harmful substances in exhaust gases and the volume of fumes exceed the limits stipulated in the state standard;

4.2.   If the hermetic condition of the feeding system is lost and fuel and lubricants are leaking;

4.3.   If the exhaust pipe and silencer are damaged or do not exist;

4.4.   If the gear box is switched on with difficulty or switched off spontaneously;

4.5.   If the cardan shaft has cracks or vibrates.

 

5. Outside lighting devices

5.1.   If the number, type, color, position and operation mode of outside lighting devices do not correspond to the design of the vehicle;

5.2.   If the adjustment of driving and passing lamps is disturbed;

5.3.   If the outside lighting devices and direction-indicators are contaminated, tarnished or do not operate;

5.4.   If manufacturer’s reflectors are contaminated or do not exist;

5.5.   If the switches of lighting and signalization systems are damaged.

Remark: It is prohibited to set up red color lighting devices or reflectors on the front side of vehicles and white color ones on their rear side (except reversing lamps and lamps for lighting the registration numbers).

  

6. Other devices

6.1.   If speedometers do not operate;

6.2.   If sound signals do not operate;

6.3.   If windscreen wipers and blowers do not operate;

6.4.   If the locks of doors and bodies are broken or doors could not be opened or closed properly;

6.5.   If rear-view mirrors, windscreens or sunshades do not exist;

6.6.   If the manufacturer’s safety belts and seat headrests do not meet the requirements or not exist;

6.7.   If the stepping pedals and passenger grips do not exist;

6.8.   If trailer couplings are broken and safety chain ropes are damaged or do not exist;

6.9.   If the body floor has shell holes or cab or body outside surface are damaged significantly or their appearances are visibly get worse;

6.10.  If buses, trolley-buses, passenger cars, goods vehicles and wheeled tractors are not fitted with first-aid kits, fire-extinguishers or emergency stop signs;

6.11.  If mudguards do not exist;

6.12.  If the driver’s view is limited because of paintings, curtains or clusters on cab windows and many cracks on and much contamination of the windscreen;

Remarks: It is allowed to affix transparent colored films on the upper part of the windscreen. It is also allowed to use toned-down glasses (in sections except the mirror ones) with the light infiltration of not less than 75% for windscreens, 70% for front door windows and 60% for the other windows.

6.13.  If door drives on buses and trolley-buses do not operate or mirrors for watching the doors are fixed incorrectly or do not exist;

6.14.  If fuel level indicators do not operate;

6.15.  If drags (not less than two pieces) are not provided for goods vehicles with the permissible maximum mass of more than 3.5 ton or buses with the permissible maximum mass of more than 5 tons.
