RULES OF THE ROAD OF MONGOLIA

 

7. Start up of moving and change of direction

 

7.1.   Before starting up a move and changing the direction (taking a position, turning and stopping), drivers have do give a warning signal using the corresponding direction-indicator lamp or, if such a lamp does not operate or is lacking, by hand.

7.2.   If the signal for changing the direction is to be given by hand, it should be done in a well-visible way. To turn to the left-hand side, the left arm should be stretched out horizontally or the right arm should be bent at the elbow with fingers pointing up. To turn to the right-hand side, the right arm should be stretched out horizontally or the left arm should be bent at the elbow with fingers pointing up.

7.3.   The warning signal indicating the direction of a turn should be switched on before the start of the action and switched off soon after its end. If the warning signal was given by hand, then it could be ended before starting the action.

7.4.   The stop-lamp warns of slowing down the speed of the given vehicle, if such a lamp does not operate or is lacking, the driver should stretch his arm out horizontally and move it upward and downward in a way well visible for other road users.

7.5.   The warning signal should be given in a way not causing confusion and misleading among other road-users.

The warning signal does not give the right of way to pass and does not relieve from taking precautionary measures obligatory.

7.6.   Before starting up a move, drivers should check physically the road and surrounding conditions and ensure all conditions for not disturbing the traffic.

7.7.   Drivers should give way to vehicles and pedestrians moving through a road when they enter into it and to pedestrians and cyclists when they exit from it.

7.8.   Drivers before taking a position should give way to a vehicle moving directly in a parallel lane. In case of mutual change of positions, a vehicle moving on the right side should take his position at first.

7.9.      During passing through intersections and exits, except the case when traffic is allowed just in one direction, drivers should take the most right-hand side edge before turning to the right and the most left-hand side edge of a given traffic direction before turning to the left or making U-turn.

If the traffic direction from a given lane is shown by a sign or a marking, the indication of such a sign or a marking should be observed.

7.10.  During turning to the right or left, if it is impossible to fulfill the requirements described in 7.9 of these rules because of the overall size of a vehicle or other reasons (loaded goods feature, obstacles on the road etc.), it is allowed for drivers to start the turning action from the other lanes while securing the safety and without hindering other vehicle traffic.

In case when it is impossible to make U-turn on the carriageway from the left-hand side edge, it is allowed to conduct it from the right-hand side lane (or verge). However, during taking this action, drivers should give way to oncoming vehicles or vehicles on a parallel lane coming from behind.

7.11.  During passing through intersections and exits, the action should be executed without moving against the oncoming traffic flow. During turning to the right, drivers should keep a position as close as possible to the carriageway right-hand side edge.

7.12.  During turning to the left or making a U-turn (beside the case of passing through intersections), drivers should give way to oncoming vehicles moving directly or turning to the right.

7.13.  In places where the traffic order is not reflected in other provisions of these rules, drivers should give way to vehicles approaching from the right-hand side.

7.14.  If a road has a speed deceleration lane, drivers should decelerate the speed before the execution of the turning action after entering that lane. However, they should, during joining a road from the speed acceleration lane, give way to vehicles moving through that road.

7.15.  During driving around obstacles, drivers should give way to oncoming vehicles.

If there is no possibility for vehicles to pass each other on the narrowed section of a complicated road (with an ascent or a gully), drivers should give way to a vehicle passing by on the gully side and, if there is no gully, to an ascending vehicle.

7.16.  U-turns are prohibited in the following cases:

а/   on pedestrian crossings;

б/   on level-crossings;

в/   on and under bridges;

г/    in tunnels;

д/   in places with a visibility limited within 100 m to either direction along the road;

е/   on route vehicle stops and taxi stands.

7.17.  A reverse action is allowed in places not hindering other traffic after securing the safety. If necessary, the reverse action is executed with the support of others. However, it does not release drivers from their duty to ensure the safety.

7.18.  The reverse action is prohibited on intersections, exits and in all places prohibiting U-turns according to 7.16 of these rules.
